Stephen Mogford
Technical Manager, UK
Stephen is the Technical Manager for VCS in the UK and brings over 40 years of experience in civil engineering materials testing. He began his career as a Junior Engineer before founding MATtest Site Services Ltd. in 1995, where he specialized in structural investigations alongside Dr. Charles Darley.
Over the past three decades, Stephen has led condition assessments, structural investigations, and durability evaluations across the UK. He was instrumental in developing advanced procedures for testing post-tensioned structures through a landmark collaboration with the UK Department of Transport—work that included the A4 Hammersmith and Chiswick Flyovers.
His international experience includes QA/QC roles in Saudi Arabia, offshore structural assessments near Dublin, and post-tensioning upgrades on Glasgow’s Kingston Bridge. In 2023, Stephen joined VCS Durability Engineering to continue his focus on complex infrastructure assessments.
Today, he oversees the technical delivery of site investigations and condition assessments, supports repair planning, and mentors the next generation of engineers while ensuring quality and consistency across all projects.
